One line of text, shown in the accent colour, in two places:
Under the product description on the product page
Above the buttons on the cart page
Typical use: * free shipping on all orders over $250, some exceptions may apply.
Leave it empty and it disappears from both places.
It's a single global line rather than a per-product one — if you need different terms per product, put them in the product description instead.
